Seaspray is a $200 million masterplanned residential community at Cocoanut Point, Zilzie. Site area is 119 hectares which includes 61 hectares of National Park, handed back to the Queensland Government for the establishment for the Cocoanut Point National Park. The masterplan includes 400 residential allotments, sites for the development of more than 300 units, the Rec Club , Seaspray Resort & a proposed spa.

Introduction

The project is situated in a unique location and the natural environment demanded the developers embraced innovative planning and urban design strategies to protect those unique qualities. Seaspray achieved EnviroDevelopment certification in late 2007 for ecosystems, energy, water and community.

Ecosystems

  • The establishment of the national park ensures the protection of important ecosystems including a melaleuca wetland and a saline swam.
  • Designed to protect and enhance habitat for a range of bird species including figbirds, rose-crowned fruit-doves, honeyeaters and osprey.
  • On-site nursery which propagates indigenous native plants (in excess of 20,000 plants per year) to ensure the integrity of the natural flora is maintained
  • Vegetation buffer zones and an extensive native landscaping program.
  • Array of water sensitive urban design measures to maximise water savings, improve runoff from the site and help with irrigation demands. For example, on-site dams capture stormwater run off, providing irrigation for landscaping and on-going maintenance, whilst creating habitat for the area’s local birdlife.
  • Sites with an average slope greater than 15% are not to have concrete slab on ground construction. 
  • A preference is noted in the building design guidelines for the longer axis of the house to be parallel to the contours for steep sites or for the utilisation of stepped built forms.
  • Conservation Precinct covers a total area of 64ha and consists of a National Park component - 61hectares and a public open space component 3 hectares. 
  • Approximately 51% of the site's existing vegetation has been retained.

Energy

  • Seaspray has introduced covenants to protect environmental green buffers and ocean view lines for Seaspray owners.
  • Covenants require every home to be climatically designed and environmentally responsive.
  • All dwellings are positioned and orientated to maximise the benefits of each site's natural attributes within the Building Location Envelope.
  • All houses incorporate passive solar design, have louvers for cross ventilation, stack ventilation where possible.

Water

Water efficiency initiatives incorporated at Seaspray include:

  • Rainwater tanks installed
  • Smartflush toilets
  • Stormwater harvested water utilised for irrigation
  • Waterless urinals and smartflush toilets for Rec Club.

Community

  • Open and transparent community consultation process. Seaspray Project Management formed a new alliance between members of the local community, Livingstone Shire Council, the Seaspray team and the Queensland Government (through the Environmental Protection Agency and the Queensland Parks and Wildlife Service) which culminated in the creation of Cocoanut Point National Park.  
  • Management Plan for the National Park was developed in consultation with the EPA and Queensland Parks and Wildlife Service to include walking tracks, giving better access to the Park for residents and the public. Seaspray is responsible for the implementation of the plan and manages all works in the National park.
  • Seaspray undertook comprehensive consultation with Traditional Owners and commissioned Cultural Heritage Report prepared by Darumbal-Noolar Murree Aboriginal Corporation for land and culture.
  • Consideration of extensive bikeway network. Includes shared on road and off road facilities. Connects to facilities within the site and surrounding areas.
  • Provision of extensive community facilities onsite including pool, tennis courts, gym, restaurant, medical centre and pharmacy and children’s playground facilities.
  • Incorporation of Crime Prevention through Environmental Design (CPTED) principles.
